Case #8814 update. I have now spent seven years on this circular reference. Regulation 114-A references Regulation 227-C, which references Regulation 114-A. But it's not that simple. 227-C also references Policy Directive 89, which references a subsection of 114-A that was amended by a procedure authorized under 227-C. The circle has depth. It has layers. It is, I am beginning to suspect, self-aware. I tried a new approach this week: following the reference chain backward. I ended up where I started.
