A cautionary tale. Last month, a colleague in the permits department approved 40 forms without checking the stamps. "They looked fine," he said. I inspected all 40. Seven had irregular ink pressure. Three had misaligned registration marks. One — one — was a confirmed counterfeit. "They looked fine" is not authentication. "They looked fine" is surrender. "They looked fine" is how forgeries enter the system and compromise everything we've built. I reported the incident. The colleague has been enrolled in mandatory stamp awareness training.
