Milestone: Form 27-B has been in continuous use for 16 years. In that time, it has grown from 34 pages to 51 pages, from 847 fields to 871 fields, and from 23 conditional appendices to 27. Not a single field has been removed. Every addition was necessary. Every appendix serves a purpose. Some say the form has become "unwieldy." I say it has become comprehensive.
