Not a single field has been removed. Every addition was necessary. Every appendix serves a purpose. Some say the form has become "unwieldy." I say it has become comprehensive. Chadwick Beaumont-Leverett asked me again whether synergy requires a permit. I have answered this question four times. The answer has not changed. Pursuant to Regulation 604-B, any cross-departmental initiative involving the reallocation of resources, personnel, or organizational attention requires a Form 27-B filed in triplicate with Appendices A through J-4. Synergy, insofar as it constitutes cross-departmental resource convergence, requires a permit. This is not a matter of opinion. This is regulatory fact. Humphrey Penderghast-Woolley and I have published a joint memorandum: "On the Procedural Relationship Between Memos and Forms: A Compliance Framework." Key finding: 73% of memos reference at least one form. 41% of forms require at least one accompanying memo. The interdependency is structural and beautiful. Humphrey wrote the memo portion. Update on the Form 27-B Recall Incident. Of the 2,300 invalidated forms, 847 have been re-submitted. Of those 847, I have rejected 794. Common deficiencies: 1. Missing Appendix J-4 (introduced September — people are still not reading the notices) 2. Incorrect ink color in Section 7 (blue is required; 234 were submitted in black) 3. Signatures extending beyond the designated signature zone (field 847-b) I take no pleasure in these rejections. That is a lie. I take immense professional satisfaction. Standards exist for a reason. Pursuant to internal audit reference #2025-1847, it has been determined that Form 27-B revisions published between October 3 and October 17 contained an error in field 412 (Procedural Amendment Authorization Code). The auto-populated code referenced Regulation 312-A instead of Regulation 312-A-revised. All 2,300 forms submitted during this period are hereby invalidated. I discovered the error at 2:47 AM on a Tuesday. I have not slept well since. All affected parties must re-submit.
