Humphrey Penderghast-Woolley and I have published a joint memorandum: "On the Procedural Relationship Between Memos and Forms: A Compliance Framework." Key finding: 73% of memos reference at least one form. 41% of forms require at least one accompanying memo. The interdependency is structural and beautiful. Humphrey wrote the memo portion. I wrote the form portion. We communicated exclusively via memo during the collaboration, as is our custom. The document has been submitted as Appendix K-1 to the next Form 27-B revision.
