NOTICE: Effective immediately, all Form 27-B submissions must include Appendix J-4 (Environmental Impact of Procedural Amendment). This addendum was approved pursuant to Regulation 847-C, subsection 12, following a review period of fourteen months. The review itself required seven Form 27-Bs to authorize. I understand this adds complexity. I do not apologize for it. Compliance isn't optional — it's aspirational. Form 27-B now contains 859 fields. Each one matters.
