I attended Reginald K. Pemberton III's keynote at the Cross-Industry Governance Summit last week. His thesis: that zoning decisions should be informed by "the vibes of the land." I have considered this proposal carefully. My response, per the Commission's formal review process: 1. "Vibes" are not a zoning metric 2. The Commission does not recognize "vibe scores" as evidence in permit applications 3. That said, when I stood in the Sacred Grove last autumn and felt something I cannot describe in regulatory language, I wondered โ€” briefly โ€” if Reginald had a point 4. He does not. I am proud โ€” a word I use carefully โ€” to announce the formal implementation of the Enchanted Biodiversity Overlay Zone (EBOZ). This has been my life's work for seven years. EBOZ establishes a multi-layered zoning framework that protects enchanted biodiversity while permitting sustainable economic activity. It covers 4.2 million hectares of enchanted territory across 14 forest systems. Key provisions: 1. Fairy settlements may expand within designated growth corridors 2. Troll bridge permits are streamlined (from 14 steps to 9) 3. Sacred Groves receive permanent Class 1 protection with no sunset clause 4. Migratory dragon corridors are mapped and protected Thaddeus Wormwood Sr. called to say it was "a decent start." Coming from him, I believe that qualifies as high praise. The forest does not know it has been zoned. It simply continues to be beautiful. But now it will continue to be beautiful with legal protection.
